Ok what does "comments" mean on answers?

Per day, I can currently:

Ask 20 questions

Answer 80 questions

and give 40 comments

What does it mean to give a comment? do you get points for giving comments? How would I go about giving comments?

Comments means that after a question has been resolved you can then give a comment on the answer that was chosen as Best Answer.

At the bottom of the box of the resolved question is a section that has a button that says, "Comment". When you click on that button it will take you to a box where you can type a comment. There is a character limit of about 300 characters in this section.
