Why is there a comment option under all the questions? Does anyone post comments, and why would you if you can just post an answer? Thanks!

Comments can only be posted to resolved questions, however very rarely do users make use of this feature as most comments go unnoticed. Resolved questions do not allow for new answers hence users must make use of the comments box.
Staff however have suggested within the suggestion forum that they shall integrated a system to make comments a key feature to Yahoo! Answers in the future.
